FIRST EMPLOYEE WHO ROSE FROM THE RANK AND BECAME THE GENERAL MANAGER

Engr. Carlos B. Itable is a typical example of an employee who, without any connections or political backings , rose from the rank and became the co-op's fourth General Manager.
He started as a staking crew chief on March 17, 1975 up to March 6, 1978 during the time of then General Manager Getulio D. Calope. On March 7, 1978 he was appointed by the former General Manager Richard Alba as a Chief Engineer. While being the coop's Chief Engineer, he was also at the same time designated as its Officer-In-Charge by then General Manager Jaime R. Rosales in the year 1983, where he held that position up to February 1, 1987. The Board of Directors passed a resolution appointing him as a probationary General Manager on February 2, 1987 wherein the National Electrification Administration (NEA) confirmed it on August 3, 1987 as the co-op's permanent General Manager.
During his incumbency, he was responsible for the co-op's single digit system loss for the past (10) years from 1998 - 2007, 100% energization of all municipalities in 1989, 100% energization of all barangays, including even 12 island barangays in 1999, annual increase of 14.5% in consumer connections and 21% growth in energy demand and received the highest number of awards from NEA among 119 electric cooperatives which were 91.
He was elevated to the Hall of Fame as a recipient of a Pedro G. Dumol Award for Most Outstanding General Manager in years 2003, 2005 and 2007. Likewise, the co-op was also elevated to the Hall of Fame as an awardee of the Emmanuel N. Pelaez award for Best Electric Cooperative in the year 2007 and the Most Outstanding Electric Cooperative in the years 2001 and 2005.
Other awards which he received from NEA were Pedro G. Dumol Award as Best GM of the year 2002, 2003, 2005, 2006, and 2007 and Most Outstanding GM for Extra Large EC in 2000 and 2001.
His laurels did not rest in the co-op only, for he was also a recepient of a Sikatuna Award as a Most Outstanding Boholano by the Provincial Government of Bohol during its 151st anniversary on July 22, 2005 for giving the province an honor especially in the field of rural electrification.
He was also appointed on July 17, 2002 as the Acting General Manager of BOHECO II in concurrent capacity when BOHECO II was on the brink of collapse under the Small Brother - Big Brother Program of NEA. His appointment was confirmed by NEA thru its Administrator, Fr. Francisco G. Silva.
With this scheme, BOHECO I , as big brother, helped the co-op improve its operations and eventually brought it towards the road to recovery, turning it around in 18 months from Category "D" in 2002 to Category "A+" in 2003.
Before his stint with the co-op, he was connected with the Drosvil Engineering Services, Inc. as an Electrical Staff in 1970 to 1972 and Vinell Belvoir Corporation Pipeline as a Supervisor, Electrical Maintenance Department in Nonoc, Surigao City in 1973 to 1974.
